Indosat launches AI scam filter to combat fraud

Indosat Ooredoo Hutchison has launched an AI-powered anti-spam and anti-scam service in Indonesia to tackle rising digital fraud.

The system operates automatically and in real time, filtering suspicious messages and calls, and alerting customers to potential scams.

It is accessible to all users, regardless of device or location, and does not require advanced hardware or premium connections.

The telecom giant collaborated with the Ministry of Communications and Digital Affairs and technology partner Tanla for the rollout.

The launch is also supported by Mastercard, the Global Anti-Scam Alliance, and GSMA.

🧠 Food for thought

1️⃣ Indonesia’s fragmented cybersecurity infrastructure creates opportunity for private sector leadership

Indonesia’s government cybersecurity capabilities remain underfunded despite growing digital fraud threats, creating space for private companies like Indosat to fill critical protection gaps.

The National Cyber and Encryption Agency (BSSN), established in 2018, requested a budget of 3 trillion Indonesian rupiah (approximately $217 million) from parliament but currently lacks an operational budget, raising concerns about the continuity of crucial cyber units1.

This funding shortfall occurs as scam attempts intensify—with 65% of Indonesians receiving weekly scam attempts according to the Asia Scam Report 2024 mentioned in Indosat’s announcement.

The situation contrasts with other countries where governments lead anti-scam efforts: the UK focuses on penalties for banks, Singapore emphasizes shared responsibility frameworks, and Australia mandates real-time monitoring collaboration2.

Indonesia’s approach appears to rely more heavily on private sector innovation, as demonstrated by Indosat’s partnership with multiple international organizations including Mastercard, GASA, and GSMA to deploy comprehensive fraud protection.

2️⃣ Telecommunications operators hold unique advantages in real-time fraud detection

Indosat’s network-level approach to fraud detection represents a strategic advantage that traditional financial institutions cannot replicate, as telecom operators control the infrastructure where most scam communications originate.

The company’s solution processes threats directly on their network using on-device capabilities, eliminating the need for advanced devices or premium connections—addressing a key accessibility challenge in fraud protection.
