Indonesia’s first national data center ready by June 2025

Indonesia’s first National Data Center (Pusat Data Nasional or PDN) in Cikarang is set to begin operations in June 2025.

It has completed the handover process and is now undergoing security assessments by BSSN.

The PDN aims to consolidate government data from 2,700 existing centers to improve efficiency, enhance e-government services, and support data-driven decisions.

Temporary and backup centers in Serpong, Surabaya, and Batam will be used during the transition.

Built with support from the French government, the Cikarang PDN features advanced infrastructure. It includes 25,000 processor cores, 200 terabits of memory, and 40 petabytes of storage.

The facility meets Tier 4 global standards for security and uninterrupted operations.

🧠 Food for thought

1️⃣ Indonesia’s national data center forms part of a longer data governance journey

The Pusat Data Nasional (PDN) is the infrastructure backbone of Indonesia’s broader “Satu Data Indonesia” (One Data Indonesia) initiative established in 2019 through Presidential Regulation Number 39, designed to improve data management across government agencies 1.

This consolidation of 2,700 distributed data centers across government ministries represents a significant shift from fragmented to centralized data management, aligning with global trends in data governance where effectiveness depends on standardized metadata, interoperability, and reference codes 1.

Similar initiatives have proven challenging globally, with data governance frameworks typically requiring years to mature as organizations grapple with data quality concerns, inconsistencies, and the need to establish clear data ownership policies across departments 2.

The PDN’s planned integration of essential government services—from BPJS and immigration to healthcare—into a unified access system reflects the evolution of data governance practices in the commercial sector, which has increasingly focused on collaborative rather than centralized control models for enterprise data 2.

Beyond efficiency, this consolidation supports Indonesia’s broader digital transformation agenda, laying groundwork for the “Making Indonesia 4.0” roadmap and potentially supporting the country’s National Strategy for Artificial Intelligence announced in 2020 3.

2️⃣ Centralized data centers create both security opportunities and challenges

The PDN’s Tier 4 design (the highest global standard) addresses key vulnerabilities inherent in distributed systems, but the 2024 ransomware attack on the Temporary National Data Center in Surabaya demonstrates that even advanced facilities remain vulnerable 4.
