Indonesia’s Danantara records $11.6b in H1 investments

Indonesia’s sovereign wealth fund, Danantara, recorded 179.1 trillion rupiah (US$11.64 billion) in investments during the first half of 2025, according to Coordinating Minister for Economic Affairs Airlangga Hartarto.

Danantara, which manages state investment funds, is expected to increase investment activity in the second half of 2025 after directions from President Prabowo Subianto.

Airlangga said the fund is completing a consolidation process and intends to focus on priority projects with both domestic and international partners.

Rosan Roeslani, a Danantara executive, added that the fund will only join projects that meet its return criteria and align with government priorities.

🧠 Food for thought

1️⃣ Massive asset base doesn’t guarantee investment success

Danantara’s first-semester performance illustrates the challenge of turning Indonesia’s vast but underperforming state assets into productive investments.

The fund manages approximately $900 billion in consolidated state-owned enterprise assets, yet achieved only around $11-12 billion in investment realization during the first half of 20251.

This gap reflects deeper structural issues within Indonesia’s SOE sector, where companies have historically struggled with inefficient management, corruption scandals, and weak profitability despite controlling enormous resources2.

The fund’s mandate to increase Indonesia’s GDP growth from 5% to 8% by 2029 requires dramatically improving the productivity of these assets, not just their nominal value3.

Recent corruption cases involving major SOEs like PT Pertamina highlight the governance challenges Danantara must overcome to transform paper wealth into actual economic growth2.

2️⃣ Political control creates credibility challenges for sovereign funds

Danantara’s structure under direct presidential oversight raises questions about its ability to make independent, commercially-driven investment decisions.

The fund operates with President Prabowo Subianto having significant control over SOE management, leading to market concerns when the fund launched1.

This governance model contrasts sharply with successful sovereign funds that maintain arm’s length relationships with political leadership to ensure professional investment management1.
