Indonesia’s Danantara, Japan Bank partner to fund green transition

Indonesia’s new sovereign wealth fund (SWF) Danantara, through its investment management arm, has formed a strategic partnership with the Japan Bank for International Cooperation (JBIC).

This collaboration, formalized via a memorandum of understanding (MoU), aims to finance green and digital economy transition projects in Indonesia.

According to Danantara CEO Rosan Roeslani, the partnership will prioritize projects in decarbonization, renewable energy, circular economy, water and waste management, and sustainable electricity transmission.

It will also include digital infrastructure initiatives, such as green data centers and health services.

JBIC is expected to offer financial instruments, including loans, equity, guarantees, and other solutions to support large-scale projects under this agreement. Specific financial details have not been disclosed.

Danantara has engaged in several international partnerships this year.

This includes a US$4 billion investment deal with the Qatar Investment Authority and a €2 billion (US$2.17 billion) platform with the Russian Direct Investment Fund for Indonesia-related projects.

🧠 Food for thought

1️⃣ JBIC’s evolving role in Indonesia reflects Japan’s shifting energy investment strategy

The new Danantara-JBIC partnership builds on a complex history of Japanese involvement in Indonesia’s energy sector that has been evolving over decades.

JBIC previously financed Indonesia’s Paiton I power project, a 1,230-megawatt coal-fired plant that required $844 million in JBIC funding as part of its financing package1.

This history includes controversial investments, as demonstrated by JBIC’s consideration of $2.1 billion financing for the Batang coal-fired power plant in 2016, which faced opposition from 230 civil society organizations due to environmental and human rights concerns2.

Japan’s shifting approach now emphasizes sustainable development alongside economic cooperation, as JBIC increasingly focuses on renewable projects while maintaining its primary role of promoting Japanese economic interests abroad3.

This partnership signals Japan’s strategic pivot in Indonesia from primarily fossil fuel investments toward green energy projects, reflecting both countries’ climate commitments and economic priorities.

2️⃣ Danantara’s ambitious scope highlights Indonesia’s state-led development strategy
