Indonesian gov’t to complete AI roadmap by June 2025

The Indonesian Ministry of Communication and Digital (Komdigi) plans to complete the country’s AI roadmap by June 2025. This roadmap will establish a framework for future AI regulations in Indonesia.

Minister Meutya Hafid said the ministry is taking additional time to listen to stakeholders’ input to craft well-rounded regulations.

She emphasized the need to avoid hindering AI innovation while implementing regulatory safeguards.

Earlier, Deputy Minister Nezar Patria said in March 2025 that the roadmap would be completed within three months.

He noted that flexible, incentive-based regulations, inspired by policies in advanced economies, could guide AI implementation in Indonesia.

🧠 Food for thought

1️⃣ Indonesia adopts a deliberate multi-stakeholder approach to AI regulation

Indonesia’s cautious approach to developing AI regulations through extensive consultation aligns with emerging global best practices in technology governance.

The focus on stakeholder input is evidenced by Minister Meutya Hafid’s emphasis on “listening to stakeholders” before finalizing regulations, showing a deliberate collaborative process 1.

This multi-stakeholder approach mirrors Indonesia’s previous efforts when developing its National AI Strategy in 2020, which was also created through extensive consultations 2.

The government is reviewing multiple international regulatory models, including the EU’s horizontal approach and the US’s vertical state-level regulations, to develop a framework tailored to Indonesia’s unique context 3.

This careful development process acknowledges the challenge of regulating a rapidly evolving technology, as highlighted by Meutya’s comment that “technology AI terus bergerak setiap saat” (AI technology continues to move every moment).

2️⃣ Economic stakes for AI governance in Indonesia are substantial

Indonesia’s cautious approach to AI regulation is understandable given the significant economic potential at stake. AI is projected to contribute USD 366 billion to Indonesia’s GDP by 2030 3.

The country is already positioned as a major destination for venture capital in Southeast Asia, with its large population of 273 million and youthful demographic making it an attractive market for AI development 4.
