Indonesian government says AI scams cause $42.1m in losses
Indonesia’s Ministry of Communication and Digital (Komdigi) reported that AI-powered scams have caused losses totaling around 700 billion rupiah (US$42.06 million).
Nezar Patria, deputy minister at Komdigi, said the scams used AI tools such as deepfakes to defraud victims, while phishing was mentioned as a general risk.
Officials warned that AI is being used to create convincing fake content and personalized phishing messages, and noted that similar attacks have happened in other countries, including Hong Kong and Singapore.
The government is drafting a National AI Roadmap to require AI developers to be transparent and accountable, and is working with other agencies to create new regulations.
Komdigi is also collaborating with law enforcement to use existing laws, including the Electronic Information and Transactions Law, the Personal Data Protection Law, and the Criminal Code (KUHP), to pursue cybercrime cases.

Unspecified enforcement details in the National AI Roadmap leave tech firms guessing on compliance
- Public descriptions of Indonesia’s National AI Roadmap cover ethics and policy 1. They also mention financing and talent 1. Infrastructure and data round out the list 1. The roadmap does not set duties like deepfake labeling or synthetic media watermarking 1. It also gives no timeline or lead regulator 1. Firms building AI tools lack guidance to plan compliance.
- The roadmap aims to promote accountability and transparency for developers 1. It also calls for cross-sector collaboration 1. Vague enforcement creates uncertainty about liability. Many firms may slow or defer deployments rather than risk penalties under Indonesia’s Law on Electronic Information and Transactions (ITE) and the Personal Data Protection (PDP) Law.
Deepfake detection and identity verification demand surges across Indonesian sectors
- AI-enabled fraud totaling Rp700 billion is spurring demand 2. Companies need deepfake detection (software that flags AI-generated audio or video) 2. They also need anti-phishing tools (systems that block fraudulent messages) and identity verification solutions (services that confirm a person’s identity via biometrics or document checks) 2. Finance, government, and manufacturing were recent targets 2. 62% of attacks involved data breaches 2. These sectors need defenses now.
- Total losses from online fraud exceeded Rp2.6 trillion by May 2025 2. 76% of Indonesian organizations report limited cloud security expertise 2. Cybersecurity vendors plus identity verification providers can prioritize partnerships with these high-risk sectors 2. They can offer integrated security platforms with real-time threat detection and response, not siloed point tools 2.
