Indonesia reviews China-style certification rule for influencers

Indonesia’s Ministry of Communication and Digital is reviewing China’s policy that requires influencers to obtain certification before producing content on sensitive topics.

Bonifasius Wahyu Pudjianto, head of the ministry’s human resources agency, said discussions are ongoing and no decision has been made about adopting a similar rule in Indonesia.

He noted the ministry often studies digital regulations from other countries, including Australia’s restrictions on social media for minors.

China’s new regulations, which took effect in October 2024, require medical influencers to verify their professional qualifications with social media platforms.

These platforms must clearly display influencers’ credentials, label sources of medical information, and ban unauthorized accounts from publishing medical content.

The rules aim to prevent misinformation and require strict verification processes.

Indonesia’s ministry said it remains open to input from various stakeholders before making any decisions about similar influencer regulations.

🧠 Food for thought

Implications, context, and why it matters.

China’s medical certification model departs from Indonesia’s current approach

  • China’s October 2024 rules require medical influencers to verify professional credentials. Indonesia has no comparable rule. Talks are underway. No decision has been made. The Financial Services Authority (Otoritas Jasa Keuangan, OJK) is weighing license requirements for financial product endorsements 1.
  • KKI (Konsil Kesehatan Indonesia) is the Indonesian Medical Council and the statutory regulator for medical practitioners. It runs an online registry for medical personnel, which can support credential checks 2.
  • Government Regulation No. 28 of 2024 has 1,172 articles. Topics include health service implementation and technical aspects of care. It also covers management of medical personnel and health workers, facilities, and pharmaceutical or medical device supply. The rule marks a broad overhaul in health 3.
  • China requires platforms to display credentials, label medical information sources, and block unauthorized accounts from posting medical content. That bar is higher than any current Indonesian rule.

Developers and verification firms could see demand if Indonesia adds influencer certification

  • Third-party tools can link to the Surat Tanda Registrasi (STR, the professional registration certificate) lookup run by KKI to verify influencer credentials for platforms and advertisers 4.
  • The medical device sector grew from about 200 firms in 2018–2019 to 1,043, according to AHK Indonesia (the German-Indonesian Chamber of Industry and Commerce) 5. That shift could extend to digital health content oversight.
  • Policy favors domestic pharmaceutical and device production. Article 937 of Government Regulation No. 28 of 2024 prioritizes local products, and regulatory activity in healthcare continues 3.
  • Tech companies can build automated labels that cross-reference credentials with official registries. That helps cover Indonesia’s large social media audience.
