Indonesia, Oracle to build Southeast Asia GPU hub

Indonesia has partnered with Oracle to establish Southeast Asia’s largest GPU cluster, enhancing the country’s role as a regional hub for AI.

Minister of Communication and Digital, Meutya Hafid, announced that a public cloud region in Indonesia will launch in the third quarter of 2025.

The facility will use advanced data center technology to support large-scale AI workloads while ensuring national data sovereignty and security.

The partnership will also focus on developing human resources through AI training programs for students, workers, and civil servants.

Indonesia aims to train over 100,000 people in AI over the next three years as part of its digital transformation efforts.

🧠 Food for thought

1️⃣ Indonesia’s journey from AI consumer to developer shows economic foresight

Indonesia’s push to become a regional AI hub builds on the country’s established digital foundation and early AI adoption success.

The nation had the highest AI adoption rate in Southeast Asia at 24.6% in 2018, demonstrating early recognition of AI’s potential for economic growth 1.

This latest partnership with Oracle aligns with Indonesia’s National Strategy for Artificial Intelligence (2020-2045), which targets five priority sectors: health services, bureaucratic reform, education, food security, and mobility 1.

Indonesia’s progress is already visible through developments like Sahabat AI, the country’s first large language model, marking a significant step toward becoming an AI developer rather than just a consumer 2.

Economic projections support this strategic focus, with Indonesia expected to add USD 366 billion to its GDP from AI by 2030, representing a substantial portion of Southeast Asia’s projected USD 950 billion regional AI-driven growth 1, 3.

2️⃣ Regional AI race intensifies with varying investment patterns

Indonesia’s partnership with Oracle represents a strategic move in an increasingly competitive regional landscape for AI leadership and investment.

A significant investment gap exists across Southeast Asia, with Singapore receiving USD 8.4 billion in AI venture capital compared to Indonesia’s USD 1.9 billion, highlighting the challenge Indonesia faces in attracting capital 3.
