Indonesia lawmakers question Tokopedia, TikTok Shop over frozen funds
Indonesia’s House of Representatives on September 8, 2026, questioned Tokopedia and TikTok Shop after merchant groups told Commission VII that seller accounts were frozen and funds withheld.
Stephanie Susilo, executive director of Tokopedia and TikTok e-commerce Indonesia, said the holds were temporary and used to investigate suspected fraud.
She said the company reviewed 217 sellers and found 24 billion rupiah (US$1.37 million) in withheld balances. Of that amount, 16.7 billion rupiah (US$952,000) was linked to fraud cases.
Merchant representatives told lawmakers the total could reach 3 trillion rupiah (US$171 million) across about 500 businesses. Susilo said sellers can appeal, and investigations under the service-level agreement can last 90 days, with a possible 90-day extension.
Commission VII said it will also call Shopee, and coordinate with the Ministry of Communication and Digital Affairs and the Business Competition Supervisory Commission (KPPU) on ecommerce rules. KPPU had previously given conditional approval to TikTok’s acquisition of Tokopedia.
