Indonesia has 25 AI startups, compared with 300 in SG: minister

Indonesia has 25 AI startups, compared to nearly 300 in Singapore, according to Indonesian Coordinating Minister for Economic Affairs Airlangga Hartarto, citing a Google survey.

Hartarto said that the gap creates “room for growth” for tech players to to accelerate innovation, supported by Indonesia’s advantage in large-scale datasets.

The Indonesian government is encouraging collaboration among public sector, industry, and startups to speed up AI adoption.

Hartarto, speaking at the Rapimnas Kadin 2025 event in Jakarta, said Indonesia’s large national health database could support AI innovation, especially in digital healthcare.

He noted that international figures such as Bill Gates have shown interest in research using Indonesia’s health data, including for TB vaccine development.

🧠 Food for thought

Implications, context, and why it matters.

Indonesia’s health data exists, yet AI startup access rules stay hazy

  • minister Hartarto says it can fuel AI work, and SATUSEHAT as Indonesia’s national health data integration platform had 34,463 healthcare facilities integrated as of October 2025 1.
  • SATUSEHAT focuses on data exchange with healthcare providers, plus government decision-makers, through modules like SATUSEHAT Mobile and IndonesiaKu 2. Public materials list no sandboxes, application programming interface (API) access frameworks, or approval processes for startups to use this data 2.
  • Of 3,239 hospitals, 3,138 use electronic medical records (EMR), yet 495 still lack six core services, which complicates external research tied to Bill Gates’ tuberculosis (TB) vaccine interest 1.

Fraud fallout creates demand for compliance and governance tools in fintech

  • TaniHub and eFishery fraud shook investor trust, so OJK (Indonesia’s Financial Services Authority) issued 2024 Financial Sector Technology Innovation (FSTI) rules that expand recognized business models to include explicit risk management activities 3.
  • Vendors that sell risk, compliance, and security software to financial technology companies can target 30 licensed FSTI organizers 4. They can also pursue 23 ecosystems (program groupings) under OJK supervision 4. OJK issued cybersecurity guidelines for digital asset platforms in August 2025, and rolled out financial aggregator (comparison and referral) rules in 2025, which will push more budget toward compliance 3.
  • Among buyers, 18 licensed securities crowdfunding operators stand out, and they raised IDR 1.53 trillion as of April 2025 3. These online platforms let startups and small businesses raise capital from retail investors, so public exposure makes them early adopters of regulatory technology (regtech) that proves compliance, blocking fraud.
