Indonesia court clears way for alt payments on Google Play
Indonesia’s Supreme Court rejected Google’s cassation in a monopoly case over Google Play payment rules and cleared the way for developers to use alternative in-app payment methods.
The ruling upheld a KPPU decision that fined Google Rp202.5 billion and ordered changes to Play Store distribution policies.
The court ordered Google to stop requiring Google Play Billing as the sole in-app payment option and to implement User Choice Billing so developers can offer alternatives.
Google still charges lower service fees for transactions outside Google Play Billing.
A 2022 KPPU investigation found the Play Store held about 93% of Indonesia’s app distribution market.
Developers can now integrate local gateways such as Midtrans, Xendit, Doku, or Faspay.
The change could increase competition and expand payment options.

🧠 Food for thought
Implications, context, and why it matters.
Indonesia’s record fine tracks a wider push on app store billing rules
- Indonesia’s decision fits a broader trend as regulators press Google to loosen Google Play billing rules in the European Economic Area, India, South Korea, and the U.S. 1.
- The Rp202.5 billion (about US$12 million) penalty is the largest ever from Indonesia’s competition authority, the Business Competition Supervisory Commission (KPPU), and it raises pressure on digital market oversight 2.
- The order gives developers a concrete change as Google must cut service fees by at least 5% for developers in User Choice Billing (UCB), a policy that lets developers offer alternative in-app payment options, for one year after the KPPU ruling takes effect 3.
The ruling could bring local payment options into Google Play in Indonesia
- The ruling lands in a fast-growing market since Indonesia’s digital economy is projected to exceed US$100 billion in 2025 4.
- App makers can connect directly to Indonesia’s payment network, including the national Quick Response Code Indonesian Standard (QRIS) used by over 40 million merchants, plus widely used local e-wallets 5.
- Payment flows can better match local habits since many Indonesian consumers prefer quick e-wallet and QRIS checkouts for digital goods 4.
- Developers may improve purchase completion rates by matching consumer behavior instead of relying only on Google’s required payment terms 4.
