Indonesia approves $70m-backed ICEx as second crypto exchange

Indonesia’s financial regulator, OJK, has granted a license to International Crypto Exchange (ICEx) to operate as the country’s second official cryptocurrency exchange.

ICEx, based in Indonesia, has secured around Rp 1 trillion (US$70 million) in strategic funding from shareholders, including local crypto firms and digital asset companies.

ICEx will handle market trade reporting, monitor market integrity, oversee members, and coordinate with regulators.

Indonesia now has two official crypto exchanges, which OJK says is important for a healthy ecosystem.

ICEx runs central market infrastructure for licensed platforms

  • ICEx operates as a market operator for member platforms, not a venue for retail traders. Retail trading stays on licensed platforms as ICEx standardizes reporting and surveillance.
  • It handles trade reporting, market integrity monitoring, and member oversight, so licensed platforms can route activity through ICEx instead of competing with it 1. Rp 1 trillion (US$70 million) from Tokocrypto, Upbit Indonesia, and Reku signals plans to join as members (member platforms that connect to the central market operator).

New rules spur vendor demand at 29 licensed platforms in Indonesia

  • The Financial Services Authority (OJK) issued Regulation No. 23/2025 with rules on segregated margin mechanisms (keeping customer collateral separate from company funds), consumer knowledge testing for derivatives (assessing whether buyers understand complex products), and stronger trade surveillance (systems that detect market manipulation) 1.
