🧠 Food for thought

Implications, context, and why it matters.

State visit sets up a new tech partnership

  • The plan came during a state visit by Vietnam’s top leader To Lam. India and Vietnam also raised ties to an “Enhanced Comprehensive Strategic Partnership” 1.
  • Both sides tied the effort to long-range goals in India’s “Viksit Bharat 2047” and Vietnam’s “Vision 20451.
  • Lam said closer work in science and technology matters in an era shaped by advances in AI and semiconductors. He called India “Asia’s Silicon Valley” 2.
  • The tech push also includes closer defense ties within the new partnership, plus a bilateral trade goal of US$25 billion by 2030 1.

The plan also supports steadier tech supply chains

  • The partnership fits a wider effort to avoid overreliance on one country in tech supply chains, a goal discussed around the U.S.–India initiative on Critical and Emerging Technology (iCET) framework 3.
  • Lam named supply chain stability as one of the challenges shaping the current “era of innovation” 2.
  • In chips, the effort could connect India’s fabrication plans, including the Tata Electronics–Powerchip Semiconductor Manufacturing Corp. (PSMC) fab project in Dholera, Gujarat, with Vietnam’s strength in semiconductor assembly and testing. The joint statement and forum speech do not spell out that specific India–Vietnam link 3.
  • The proposed “co-research, co-development, co-production” model would create jointly branded technology products for deeper participation in global value chains 2.
