India, US seal tech trade pact to ease GPU, data center imports
India and the US have finalized a framework for an interim trade agreement aimed at increasing access to advanced GPUs and data centre equipment, according to Union IT minister Ashwini Vaishnaw.
The agreement is expected to boost trade in technology products and expand cooperation in the AI ecosystem.
Vaishnaw noted that India’s data centre investments, currently around US$90 billion, could surpass US$200 billion soon.
India plans to add 20,000 GPUs to its existing infrastructure of 38,000, with further expansion under the AI Mission.
Industry leaders highlighted that the agreement could address high import duties—currently 20-28%—which inflate costs and hinder India’s competitiveness.

🧠 Food for thought
Implications, context, and why it matters.
This GPU framework is a small part of a much larger US$500 billion trade framework
- The GPU access framework sits inside an interim trade package where the US tariff rate on Indian goods fell to 18% from a peak of 50% 1.
- India said it intends to buy US$500 billion in American goods over five years, including energy, aircraft, and technology products 1.
- The plan covers technology items such as graphics processing units (GPUs), chips widely used for AI computing in data centres, plus other products 1.
- Government programs drive part of the need. Under the IndiaAI Mission, India has about 38,000 GPUs and plans to add 20,000 more, with further expansion under the AI Mission, Union IT minister Ashwini Vaishnaw said 2.
The deal also points to a broader strategic alignment beyond technology
- The agreement goes past product-level tariffs. The two countries plan to coordinate on export controls (rules that limit which sensitive technologies can be sold abroad) and investment screening (government review of foreign investments in sensitive sectors) to counter the “non-market policies” of third countries 3.
- The trade package also ties into energy. President Donald Trump signed an executive order ending an earlier 25% US levy linked to India’s crude oil imports from Russia, and Indian officials said India committed to stop directly or indirectly importing Russian oil while shifting purchases to the US and Venezuela 1.
- For American tech firms, the package could widen entry to India’s data centre GPU market. One market-research forecast expects a 63.14% compound annual growth rate through 2032 4.
- This may steer parts of India’s national AI buildout toward US-linked hardware or supply chains, though the framework does not name US hardware as India’s default option.
