India tops $20b in AI investment pledges: report
India’s AI investment commitments surpassed US$20 billion in 2025, according to estimates from the Ministry of Electronics and Information Technology (MeitY).
The jump is largely due to Google’s plan to spend US$15 billion over five years on an AI hub in Visakhapatnam, Andhra Pradesh.
The project will feature a large data center campus, new energy infrastructure, and a subsea cable landing, in partnership with AdaniConneX and Bharti Airtel.
Microsoft also announced a US$3 billion investment in cloud and AI infrastructure and training over two years.
India’s cumulative private AI investment from 2013 to 2024 was about US$11.1 billion, with a total of US$12.3 billion including government spending, according to the Stanford AI Index 2025.
Government support includes the IndiaAI Mission, a program with a budget of about US$1.2 billion to boost AI capacity and startups.

🧠 Food for thought
Implications, context, and why it matters.
The $20bn count mixes firm deals with hopeful promises
- MeitY’s $20bn total bundles AI spending from 2013 to 2024 (about $12.3bn including government spending) with new 2025 plans led by Google’s $15bn Visakhapatnam project 1 and Microsoft’s $3bn pledge 2.
- Google plans to spread its spend over five years 1. Only some funds hit soon. United Nations Conference on Trade and Development (UNCTAD) puts 2023 private AI investment in India at $1.4bn.
- Clarity on binding contracts versus memorandums of understanding (MoUs) is missing. Readers could blur press releases with money moving into data centers, graphics processing units (GPUs) and energy projects.
East coast operators can capture traffic shifts from Visakhapatnam’s new subsea gateway
- Google’s Visakhapatnam hub adds a new international subsea cable landing 13. It complements gateways in Mumbai and Chennai and puts the east coast on the connectivity map.
- Meta’s Project Waterworth is an intercontinental subsea cable system 4. It picked Visakhapatnam as one of two Indian landing sites for its 50,000 kilometer, 24 fiber pair route across five continents, with Sify Technologies (an Indian data center and network services provider) as landing partner.
- ISPs and content delivery networks (CDNs) on the east coast can schedule edge points of presence (PoPs) by watching cable ready for service dates. Regional data center operators can track which landing partners will run shore sites to plan peering arrangements (direct interconnections to exchange traffic) and capture lower latency as traffic shifts from Mumbai’s crowded hubs.
