India begins first advanced chip packaging plant

India broke ground on its first advanced 3D chip packaging facility in Odisha, to expand local semiconductor packaging capacity.

The plant at Info Valley in Khordha will focus on advanced chip packaging and embedded glass substrate ATMP, with total investment of 19.4 billion rupees (US$209 million).

The company targets commercial production by August 2028 and full-scale output by August 2030.

🧠 Food for thought

Implications, context, and why it matters.

The Odisha plant has US backing and early customer demand

  • 3D Glass Solutions is the US chip packaging company behind the Odisha plant. It has backing from Intel Capital, Intel’s investment arm 1. Lockheed Martin Ventures, the venture arm of Lockheed Martin, also supports it 1.
  • Its glass substrates are thin base layers used to build and connect chips. 3D Glass Solutions says they can improve electrical performance and thermal stability over traditional materials. That can cut signal loss and packaging stress in high-frequency systems such as AI and 5G/6G mobile networks 2.
  • The project has letters of intent and indicative commitments. These include about 70,000 panels a year from Marvell, a US chip designer, and more than 10,000 a year from Intel 3. Combined offtake indications are above the planned capacity of 5,800 panels a month, or about 69,600 a year 3.

India’s new plant bets on glass substrates and panel-level processing

  • The Odisha facility aims to add advanced packaging capacity based on glass substrates in India. It targets data centers, High Performance Computing (HPC), and AI applications. It also targets defense electronics 3.
  • The plant is designed for large-format panel-level processing at 510 mm x 515 mm 3. The approach is still emerging worldwide. It would move beyond 3D Glass Solutions’ 150 mm and 200 mm wafer processes in Albuquerque, New Mexico 3.
  • The plan could help India build domestic capability in advanced packaging materials and modules 3. That includes 3D heterogeneous integration (3DHI), a way to combine different types of chips in one package 3. The work could matter for aerospace and communications systems 3.
