India plans to support at least 200 chip-design startups and companies and train 100,000 semiconductor workers under Semicon 2.0, Electronics and Information Technology Minister Ashwini Vaishnaw said at SEMICON India 2026 in New Delhi.

The training will cover semiconductor technicians, clean-room staff, and factory-floor workers.

The program, approved by the Union Cabinet in July with an outlay of 1.3 trillion rupees (US$13.3 billion).

It will focus on six areas: chip design, equipment and materials, fabs, advanced packaging, research and development, and talent.

Vaishnaw said 105 startups began developing chips under the first phase. About 20 of them later raised roughly 8 billion rupees (US$83.4 million) in venture capital.

Amitesh Kumar Sinha, CEO of the India Semiconductor Mission, the government body leading the country’s chip efforts, earlier said the second phase will use a co-investment model.

Under it, the government plans to match venture capital investments in approved chip startups rupee for rupee on the same terms.

The training target comes as India’s chip sector faces a skills gap, with talent supply seen as a constraint on the country’s chip design and manufacturing ambitions.
