IMF: Saudi Arabia leads GCC in data center development

The International Monetary Fund (IMF) has recognized Saudi Arabia as a leader in data center development within the Gulf Cooperation Council (GCC).

This recognition highlights the country’s progress in digital infrastructure, data, and AI.

The IMF’s report, titled “Digital Transformation in the Gulf Cooperation Council Economies,” emphasized the role of the Saudi Data and Artificial Intelligence Authority (SDAIA), established in 2019, and the National Strategy for Data and AI as key achievements.

The report also commended Saudi Arabia’s Personal Data Protection Law as an important step in enhancing data governance and privacy.

The law aims to create a regulatory framework that adapts to technological changes while safeguarding rights in line with global standards.

Additionally, Saudi Arabia’s data centers were praised for meeting international standards, their energy efficiency, and low power usage effectiveness (PUE) ratings.

🧠 Food for thought

1️⃣ Saudi Arabia’s data push fits a larger economic diversification timeline

Saudi Arabia’s data center leadership is the latest milestone in a deliberate economic transformation journey that began in 2016 with Vision 2030, which was specifically designed to reduce the Kingdom’s historic dependence on oil revenues 1.

The establishment of SDAIA in 2019 as an independent authority was part of this structured plan, occurring after Saudi Arabia had already invested approximately $3 billion in AI infrastructure to position itself as a regional technology leader 2.

This digital infrastructure investment has yielded measurable results beyond just data centers, with the country achieving 99% internet penetration and 77% 5G technology coverage, creating the foundation necessary for data-driven economic growth 3.

The IMF’s recognition comes as Saudi Arabia’s ICT sector is projected to contribute over $40 billion to GDP by 2023, demonstrating how these investments are translating into tangible economic diversification 3.

2️⃣ Data protection law balances global standards with regional sovereignty

Saudi Arabia’s Personal Data Protection Law (PDPL), implemented in September 2023, represents a strategic balancing act between adopting international best practices while maintaining stronger local control than frameworks like the EU’s GDPR 4.

The law includes stricter data localization requirements than European standards, reflecting a pattern among Gulf states that are modernizing privacy regulations while ensuring data remains within their jurisdictions 5.
