Hyundai breaks ground on first Middle East car plant in Saudi

Hyundai Motor has begun construction on its first manufacturing facility in the Middle East, located in Saudi Arabia.

The facility is a joint venture between Hyundai Motor and Saudi Arabia’s Public Investment Fund (PIF).

Hyundai holds a 30% stake, while PIF holds 70%.

Production at the plant is expected to start in the fourth quarter of 2026, with an annual output capacity of 50,000 vehicles.

This includes electric vehicles (EVs) and internal combustion engine models.

The Saudi Arabia plant continues Hyundai’s methodical global expansion strategy that has been refined over decades.

The company’s first foreign manufacturing base in Turkey (1995) began with lower capacity before expanding to 210,000 vehicles annually after a €475 million investment in 2012 1.

This pattern repeats across emerging markets with varied capacities: 150,000 vehicles in Indonesia ($1.55 billion investment), 30,000 units in Pakistan, and now 50,000 in Saudi Arabia 23.

Hyundai consistently enters markets where it already has sales traction. The company already holds a strong position in Saudi Arabia with 136,000 vehicles sold last year and growing at 9% annually.

By beginning with a joint venture structure (30% Hyundai, 70% PIF) and using a complete knock-down manufacturing approach, Hyundai minimizes risk while establishing local production credentials in a market lacking established automotive infrastructure.

The Hyundai plant represents just one piece of Saudi Arabia’s comprehensive strategy to become a regional automotive manufacturing hub under Vision 2030.

The kingdom’s automotive retail market, valued at $19.72 billion in 2023, is projected to grow at a remarkable 16.13% annually, reaching $74.74 billion by 2032, creating powerful economic incentives for localized production 4.
