Hong Kong to license stablecoin issuers starting Aug 1
Hong Kong’s new ordinance requiring stablecoin issuers to obtain licenses will take effect on August 1.
The law, passed on May 21, targets stablecoins backed by fiat currencies.
Issuers must get a license from the Hong Kong Monetary Authority to issue fiat-referenced stablecoins in the city or HKD-backed stablecoins globally.
Treasury chief Christopher Hui said the licensing regime aims to regulate the stablecoin and digital asset ecosystem. It’s part of Hong Kong’s broader strategy to become a cryptocurrency hub.
A separate 2023 regulation already mandates crypto exchanges to be licensed. The government also plans to expand rules to cover OTC and custodian services for virtual assets.

🧠 Food for thought
1️⃣ Hong Kong joins global trend toward comprehensive stablecoin frameworks
Hong Kong’s new stablecoin ordinance represents part of a broader global shift toward structured regulation of digital assets, with major economies establishing frameworks in 2024-2025.
The EU has implemented Markets in Crypto-Assets Regulations (MiCA), which bans algorithmic stablecoins and requires 1:1 reserves for fiat-backed tokens, creating a unified licensing regime directly applicable to member states 1.
In the US, legislators continue advancing the GENIUS Act through Congress to establish federal oversight of stablecoin issuers, with particular emphasis on reserve requirements and issuer accountability 2.
Singapore’s Monetary Authority has similarly introduced regulations requiring stablecoin issuers to maintain adequate reserves, reflecting the convergence around similar regulatory principles across financial centers 3.
Hong Kong’s approach stands out by integrating stablecoin regulation within a broader cryptocurrency strategy that also includes virtual asset exchange licensing and planned oversight of OTC and custodian services, creating one of the most comprehensive frameworks globally.
2️⃣ Stablecoins growing from niche product to systemically important financial tools
The global stablecoin market has expanded dramatically, reaching approximately $232 billion in market capitalization by May 2025, demonstrating their increasing integration into mainstream finance 4.
This growth is particularly pronounced in emerging markets like India, Nigeria, and Indonesia, where stablecoins serve as tools for cross-border payments and wealth preservation in economies facing high inflation and currency volatility 5.
