Hong Kong seeks up to $2.5b in digital green bonds

Hong Kong is seeking to raise HK$15 billion (US$1.91 billion) to HK$20 billion (US$2.55 billion) through a multi-currency digital green bond sale that could be priced as early as September 28, according to people familiar with the matter.

The offering is expected to include US dollars, Hong Kong dollars, euros, and offshore yuan. Banks have been asked to arrange investor meetings.

A spokesperson for the Hong Kong Monetary Authority (HKMA), the city’s central banking authority and the government’s representative in the potential offering, declined to comment.

The planned deal would help expand Hong Kong’s tokenized bond market. The government sold about HK$10 billion (US$1.27 billion) equivalent of such bonds last year.

HKMA has established a Tokenized Bond Expert Group and maintains a digital bond repository. In a 2023 research memo, it assessed the benefits of bond tokenization.
