Ho Chi Minh City to open international financial center
Ho Chi Minh City will open its international financial center (IFC) on December 12, after completing preparations in infrastructure, staffing, and investment.
The IFC’s headquarters will initially be located at the Startup & Innovation Hub, move to an office on Nguyễn Huệ Street in a second phase, and eventually shift to the Thủ Thiêm urban area.
The city has made 16 data centers available for IFC operations and has identified more than 50 interested investors and organizations in sectors such as infrastructure, finance, technology, and digital services.
Ten partners have been named as potential founding members.
Government ministries are finalizing eight decrees to support the IFC’s launch, with completion expected before December 19.
Việt Nam’s IFC initiative will be jointly developed in HCM City and Đà Nẵng.

Eight decrees will determine if Vietnam’s IFC can compete with Singapore and Hong Kong
- Members can invest offshore without limits and use English for operations. One hundred percent foreign-owned members get free cross-border fund movement. Members may transact in foreign currencies with peers and with non-IFC entities when offshore but onshore deals still face foreign exchange rules plus Vietnamese đồng (VND) use 1.
- Eight supporting decrees due before December 19 will set arbitration scope and procedures, including when Vietnamese court review can be waived. Tax incentive durations will be detailed, with the Resolution citing up to 30 years for priority sectors. They will shape capital account rules to balance offshore freedoms with onshore controls, and investors may hold back if enforcement stays weak 1.
Data center operators and regtech vendors have a near-term opening as the IFC ramps up
- Sixteen data centers are allocated for IFC work, with more than 20 planned in Ho Chi Minh City and Hanoi. Local players include Viettel IDC, FPT Telecom, VNPT, and CMC Telecom 2.
- The regulatory sandbox is a controlled testing environment for new financial technology that covers fintech and digital assets. The IFC also permits trading in cryptocurrencies and tokenized assets, which are blockchain-based representations of real-world or digital assets, plus carbon credits. This creates near-term demand for Know Your Customer (KYC) / Anti-Money Laundering (AML) tools and regulatory technology (regtech) platforms for IFC members 13.
