HK Web3 Festival opens despite volatile crypto markets

The Hong Kong Web3 Festival commenced on Apr. 7, 2025 during a period of significant market volatility. This volatility is characterized by a sharp decline in cryptocurrency prices and general economic uncertainty.

This year’s event, organized by HashKey Group and Wanxiang Blockchain Labs, coincides with new US tariffs affecting global stock and crypto markets.

Bitcoin, the leading cryptocurrency, fell to approximately US$77,000 over the weekend. This marks a nearly 30% decrease from its January peak of over US$109,000. The Hang Seng Index also experienced its largest drop in over 27 years on the same day.

Hong Kong Financial Secretary Paul Chan Mo-po spoke at the festival, highlighting the city’s commitment to supporting Web3 development.

Chan said that Hong Kong’s strategy seeks to balance regulation with innovation, acknowledging the inherent risks of innovation.

🧠 Food for thought

A. The evolving competition for Web3 regulatory leadership

Hong Kong’s vocal “pro-Web3” position at the festival reflects a global race among jurisdictions to create favorable regulatory environments for blockchain innovation.

This competition is quantified in the Global Web3 Index 2024, which ranks Switzerland (9.5/10), Singapore, and UAE as the top countries for crypto-friendly regulations 1.

Countries are adopting distinctly different approaches, with El Salvador becoming the first nation to adopt Bitcoin as legal tender while offering tax benefits 2, and Japan establishing a proactive framework balancing government oversight with innovation 3.

The regulatory landscape remains fragmented, creating a patchwork of rules that can confuse businesses and users operating globally 4.

This competitive environment explains why Hong Kong officials are emphasizing their balanced approach of regulation without “stifling innovation” as they vie to attract Web3 projects and investment.

Regulatory clarity has become a key differentiator, with jurisdictions like Switzerland, Singapore, and UAE gaining advantages through early adoption of comprehensive frameworks specifically designed for digital assets 1.

B. Tariffs create cascading effects beyond traditional markets into crypto

Trump’s tariffs triggered a massive $250 billion wipeout in cryptocurrency market value, demonstrating how trade policies can have immediate spillover effects on digital assets 5.
