HK wealth fund, Chinese academy partner to attract AI talent

Hong Kong Investment Corporation (HKIC), a government-owned wealth fund managing US$8 billion, has teamed up with the Beijing Academy of AI (BAAI) to launch the AI Global Talents Connect project.

The initiative aims to attract global AI talent to Hong Kong.

The project will connect individuals from academia, investment, industry, and government to encourage collaboration across sectors and regions.

HKIC has invested in over 120 projects and manages HK$62 billion (US$8 billion) in assets.

BAAI, based in Beijing, focuses on talent development and AI research. The collaboration is part of Hong Kong’s broader effort to strengthen its position as a technology center.

🧠 Food for thought

1️⃣ Hong Kong’s AI talent push builds on years of systematic government investment

This partnership represents the latest evolution of Hong Kong’s long-term talent development strategy that began with major government commitments nearly a decade ago.

Back in 2017, Hong Kong’s government proposed a HK$5 billion annual increase in education expenditure and specifically injected HK$3 billion into its Research Endowment Fund to “incentivize local students to engage in research, thereby expanding the talent pool in innovation and technology”2.

The current AI talent initiative demonstrates how Hong Kong is now focusing these broader talent development efforts on specific high-growth sectors like artificial intelligence.

The government’s recognition in 2017 that “talent is crucial for the region’s continued development” has evolved into targeted partnerships with leading AI institutions like BAAI, showing a progression from general talent cultivation to sector-specific talent acquisition2.

2️⃣ HKIC’s track record suggests institutional capability for long-term AI talent development

The wealth fund’s “patient capital” approach and operational history indicate it has the institutional foundation to support sustained AI talent initiatives beyond typical short-term recruitment efforts.

HKIC has invested in more than 120 projects, with two companies successfully going public in Hong Kong and over 10 planning to list this year1.

This track record suggests the fund has developed the infrastructure and expertise needed to support talent development through the complete innovation cycle, from early-stage research through commercialization and public markets.
