HCL-Foxconn taps CTCI for India chip plant

The HCL and Foxconn joint venture chose Taiwan-based CTCI as EPC partner for its outsourced semiconductor assembly and testing plant in Uttar Pradesh, India.

The 37.1 billion rupees (US$394 million) facility will make display driver chips for phones, laptops, cars, and PCs.

CTCI is a Taiwan-based engineering contractor and a longtime Foxconn partner.

It is also working on a Foxconn electronics plant near Bengaluru.

🧠 Food for thought

Implications, context, and why it matters.

Why this contractor fits the job

  • A semiconductor plant needs know-how that goes well beyond ordinary construction.
  • CTCI builds advanced technology facilities, including the utility networks, heating, ventilation, and air conditioning (HVAC), and cleanroom systems that chip assembly and testing depend on 1.
  • That lines up with the needs of the semiconductor assembly and testing plant HCL and Foxconn are building in Uttar Pradesh 2.
  • CTCI has handled large industrial projects, including a US$6 billion petrochemical facility in Qatar, giving HCL and Foxconn a builder with experience in complex execution 3.

India starts its chip push with packaging and testing

  • The site is an Outsourced Semiconductor Assembly and Test (OSAT) plant, which does the back-end packaging of chips rather than front-end fabrication 2.
  • That approach fits India’s plan to strengthen supply chain self-reliance after the COVID-19 pandemic exposed gaps in global manufacturing and logistics 4.
  • OSAT plants and mature products such as display driver chips let India build skills and infrastructure with less risk than a leading-edge chip fabrication plant, also known as a fab 2.
  • The roughly US$403 million (NT$13.1 billion (US$415 million)) project is the sixth factory approved under the India Semiconductor Mission, the government program to build a domestic chip industry. India launched a 760 billion rupees (US$8.07 billion) incentive scheme in December 2021 to support such projects, alongside plans for a 28-nanometer chip fabrication plant 4, 2.
