Grab to adjust Indonesia business after 8% commission cap

Grab said it will adjust its Indonesia business after President Prabowo Subianto’s government moved to cap ride-hailing commissions at 8% from about 20%.

The company said the change is expected to mainly affect its two-wheel services in its largest market.

The fare structure and business model for Indonesian motorbike rides will need recalibration, CFO Peter Oey said.

Indonesian motorbike riders account for less than 6% of Grab’s mobility business volume, COO Alex Hungate said.

🧠 Food for thought

Implications, context, and why it matters.

A political decision years in the making threatens new profits

  • President Prabowo Subianto announced the commission cap at Labour Day events and framed it as a step to improve driver welfare 1, 2.
  • The change follows years of protests in Jakarta, Surabaya, and other cities. Drivers had asked for a 10% cap, so the new 8% ceiling goes further 3.
  • The rule also makes ride-hailing companies provide health and accident insurance for drivers, which adds costs 4.
  • The state stepped in as local groups were starting to recover. GoTo, the Indonesian internet group behind ride-hailing and ecommerce businesses, recorded its first net profit in the first quarter of 2026 5, 2.

A local rule change sends a wider warning to the gig economy

  • The policy puts pressure on the high-commission approach many gig apps use to pay for operations and technology work 2.
  • The cap aims to lift driver pay, yet it could also shrink the market if companies pull back consumer discounts or driver incentives to protect margins. That could leave drivers with 92 percent of a smaller market 2.
  • The decision could push regulators in other large gig markets toward similar price controls, which adds risk for investors across the sector 1.
  • It could also help rivals such as inDrive, a ride-hailing company with relatively low commissions, because it already runs with a ceiling below 10% 6.
