Google Play fee cut faces South Korea push for faster rollout
Google executives met South Korea regulators to brief them on Google Play changes that cut commissions and allow external payment systems.
Delegation included Wilson White, Google’s vice president of global affairs, and Kara Bailey, vice president of Android and Play strategy, discussed when the changes would take effect in Korea.
Korea’s regulator urged Google to bring forward the rollout from December, citing the burden on domestic developers, while the regulator asked for steps to support smaller developers and improve balance in the app ecosystem.
The visit marks Google’s first Asia regulatory briefing tied to the new fee policy rollout.

🧠 Food for thought
Implications, context, and why it matters.
Google’s visit follows years of regulatory scrutiny and legal disputes in South Korea
- The meeting grew out of long-running oversight and lawsuits, not a routine stop.
- In 2021, South Korea amended the Telecommunications Business Act and became the first country to ban app stores from requiring a single in-app payment system 1.
- After investigating alleged non-compliance, the Korea Communications Commission (KCC), the country’s telecom regulator, sought fines in October 2023 of up to 47.6 billion won (about $35.4 million) against Google for abusing its market dominance 2.
- Some developer groups welcomed the policy change, while others called it a “deceptive measure” meant to sidestep responsibility, a dispute this visit aims to calm 3.
The new fee structure adds complexity and increases pressure on Apple
- Google’s revisions ease some concerns, yet they also add new trade-offs.
- Google now splits commission into a 20% service fee plus a 5% payment processing (billing) fee. Korean developers and critics cited in local coverage say the total still lands near 25% when using Google’s billing system 3.
- In Korea, developers who use external payment systems may pay more, since Google’s 26–27% brokerage fee plus payment gateway fees can exceed the cost of Google’s own option 3.
- Google frames the overhaul as settling its legal disputes with Epic Games, the maker of Fortnite. Analysts also expect added pressure on Apple to revise its own fees 4, 3.
