Google under EU scrutiny over ad pricing

The European Commission has expressed concerns that Google may be unfairly increasing online ad prices through its auction practices, according to a letter.

The regulator raised worries that Google’s search ad auctions might be artificially raising clearing prices, which could impact advertisers.

Google, which faces multiple EU antitrust cases, said that its search ads help small businesses compete and keep the web free.

The company said that ad prices are set through a real-time auction based on factors like competition and ad quality.

The European Commission has not confirmed a formal investigation but said it monitors potential anti-competitive conduct across sectors.

Recipients of the letter have until March 2 to respond.

🧠 Food for thought

Implications, context, and why it matters.

The probe targets search ad auctions, raising questions about Google’s pricing approach

  • EU regulators are looking at Google’s search ad auctions, with concerns that “auction practices” may be “artificially increasing the clearing price,” meaning the final price an advertiser pays after an auction, according to a Feb. 9 letter seen by Reuters 1.
  • The EU letter does not mention Google Ad Manager’s earlier shift from second-price to first-price auctions for publisher ads. It also leaves out “last look” privileges, which let a platform view rival bids before locking in results, plus AdSense auction differences 1.
  • Apart from the EU’s focus on search auction pricing, Google has already changed auction rules in other parts of its ad stack, including moves toward unified, first-price auctions in Google Ad Manager. The online ad industry has argued over what those moves mean for transparency and competition 2.

This adds to wider antitrust pressure on Google’s advertising and search businesses

  • The EU inquiry remains at an early stage. The European Commission has not confirmed a formal investigation 1.
  • The scrutiny arrives alongside other antitrust actions, including a U.S. court ruling that Google abused its monopoly in internet search. Google has said it will appeal 3.
  • The U.S. Justice Department has also accused Google of manipulating online auctions to favor its own interests. Any required changes to Google’s ad systems could affect advertisers and website publishers, including the news industry, which advocates say has suffered from Google’s dominance in digital advertising markets 4.
