Germany’s Merz urges EU to ease rules on industrial AI
German Chancellor Friedrich Merz said at Hannover Messe in Hanover on April 19 that the EU should give industrial AI more regulatory leeway than consumer applications to help factories lift productivity and cut costs.
Merz said he would push to reduce EU rules on AI and exempt industrial uses where possible, arguing that current regulation is too restrictive for business adoption.
The remarks come as Germany tries to narrow the gap with the US and China in AI, and after Berlin said last month it wants to raise domestic AI data processing capacity at least fourfold by 2030 to spur investment.

🧠 Food for thought
Implications, context, and why it matters.
Germany ties its industrial AI plan to 800 billion euros (US$942 billion) in private investment
- Merz backed deregulation alongside the “Made for Germany” initiative, under which 126 companies plan to invest more than 800 billion euros (US$942 billion) from 2025 to 2028 to make Germany a stronger place to do business 1.
- Much of that funding is meant to speed up AI rollout across the country 1.
- The uses under discussion are practical. Hannover Messe is expected to feature Siemens’ autonomous packing robot and SEW-EURODRIVE‘s AI chat function for factory automation, described as working without conventional Large Language Model (LLM) approaches 2.
Europe links industrial AI with digital sovereignty
- Europe imports more than 80% of its digital technologies, and three American hyperscalers, the largest cloud computing providers, hold about 70% of the region’s cloud market 3.
- The industrial focus builds on Europe’s strengths in manufacturing and robotics instead of chasing U.S. consumer AI companies 3.
- The wider aim is digital independence, which means keeping critical infrastructure under European law and aligned with European interests 3.
- Success could help Europe form a solid industrial AI bloc. Failure would leave it regulating technologies built and controlled elsewhere 3.
