Foxconn to build $510m new HQ in southern Taiwan

Foxconn will invest T$15.9 billion (US$510 million) to build its new headquarters in Kaohsiung, southern Taiwan.

The facility will include commercial and office space as well as a residential tower, with construction set to begin in 2027, and completion targeted for 2033.

Foxconn said the site will serve as a hub for its southern Taiwan operations, housing teams focused on smart-city projects, software and battery-cell R&D, EV technology, and AI applications.

The Kaohsiung city government said Foxconn’s total investment in the city reached T$25 billion (US$802 million) over the past three years.

🧠 Food for thought

Implications, context, and why it matters.

Foxconn’s Kaohsiung investment lacks a credible EV-to-revenue timeline

  • Foxconn calls the Kaohsiung site an EV and AI hub, yet it pushed back its 5% EV share goal for 2025 after demand cooled, while it waits before spending more on electric cars 1. Chairman Young Liu expects a shakeout in China with many loss-making startups going away 1.
  • Cloud and networking, including AI servers, topped consumer electronics for two straight quarters 1. The company expects its AI server share to rise above 40% in 2026 2. There are no disclosed EV revenue targets or adoption rates for Mobility in Harmony (MIH), Foxconn’s open EV design and supply chain platform, so the T$15.9 billion Kaohsiung headquarters looks more like real estate plus AI than a factory push.

Tech suppliers and investors can use Taiwan’s foreign investment push for AI and advanced manufacturing

  • Taiwan approved 2025 incentives with up to NT$720 billion in loans over three years, while subsidies for loan service fees rose to 0.3-1% from 0.1-0.7% 3. Since 2017, 1,678 companies have invested NT$2.53 trillion under Invest Taiwan, a government program to attract domestic and overseas investment 3.
  • Foreign direct investment reached USD 7.8 billion in the first seven months of 2025, while new entrants can use streamlined procedures plus tax perks such as up to 15% Research and Development (R&D) credits 4. They can also claim accelerated depreciation for smart machinery or 5G projects, and some may qualify for preferential taxes for regional or operational headquarters 4.
