India’s AI ambition has a funded national plan

• Rishi Sunak praised India’s digital systems. Aadhaar, the digital ID system, has verified over 1.3 billion Indians. UPI handled 70% of digital payment transactions in FY 2023–24 1.
• That base now supports the IndiaAI Mission, approved in March 2024 with a budget of Rs 10,371 crore, or about $1.2 billion 2.
• The plan aims to build 10,000 graphics processing units (GPUs) of compute capacity through public-private partnerships, which could widen access to AI development 2.
• The government is guiding the effort with governance guidelines tied to principles such as “Innovation over Restraint” 3.

India’s digital public infrastructure is pitched abroad, while sovereignty questions linger

• India is promoting its digital infrastructure as something other countries can adopt. It also uses it as diplomatic leverage in talks such as the India–UK Free Trade Agreement discussions 4.
• Parts of “India Stack” (a set of interoperable public digital building blocks for identity, payments, and data sharing) are spreading overseas. MOSIP (Modular Open Source Identity Platform, an open-source digital ID system), a non-profit initiative hosted by the International Institute of Information Technology, Bangalore (IIIT-B), is used in more than twenty countries. UPI is fully functional in the UAE and Singapore 4, 1.
• Digital sovereignty claims face limits. India’s AI ecosystem still relies on foreign-owned cloud infrastructure and advanced chipsets, with Microsoft, Google, Amazon and Nvidia supplying much of the backend architecture for AI initiatives 4.
• These tools can broaden access to services. Tech Policy Press reports Aadhaar-enabled systems have excluded people through biometric mismatches, and it covers surveillance plus centralization risks linked to these infrastructures 4.
