Ex-Terraform Labs CEO jailed 15 years for $40b crypto fraud
Do Kwon, co-founder of Singapore-based Terraform Labs, was sentenced to 15 years in prison in a New York federal court on December 11, 2025 for fraud tied to the collapse of his cryptocurrency platform.
Authorities said the crash of Terraform Labs in 2022 erased US$40 billion in value, affecting an estimated 1 million investors.
The firm promoted TerraUSD as a stablecoin, but prosecutors said it was propped up by undisclosed cash infusions and failed to maintain its US$1 peg, triggering major losses.
Kwon pleaded guilty in August and agreed to forfeit over US$19 million.
Victims told the court of lost savings, ruined charities, and lives upended by the crash.

🧠 Food for thought
Implications, context, and why it matters.
Victims face uncertain recovery as Terraform winds down in U.S. Chapter 11
- Kwon’s 15-year sentence offers closure, but the $19 million forfeiture is 0.05% of $40 billion losses, so criminal cases bring little payback.
- The Chapter 11 liquidation plan for Terraform Labs won approval in September 2024 1. Remaining assets must cover secured creditors and case costs before funds reach about 1 million investors.
- The Chapter 11 administrator reports that a law firm is blocking his inquiry 2. That fight slows the probe.
- Bank failures have deposit insurance. Crypto cases lack those backstops, so most victims may get pennies on the dollar.
Stablecoin compliance vendors can win business from Markets in Crypto-Assets (MiCA) reserve attestation rules
- MiCA stablecoin rules took effect in June 2024. e-money token (EMT) issuers must hold 30% in separate accounts and place the rest in secure low-risk assets, which requires continuous reserve monitoring and attestation (independent verification) systems 3.
- Asset-referenced token (ART) issuers face stricter steps 3. Reserves must be high quality and diversified. Firms file ongoing reports, pass fit-and-proper checks on managers, plus complete shareholder vetting.
- The regime links with the European Union’s Transfer of Funds Regulation travel rule, which requires sender and recipient identity data to accompany crypto transfers, creating work for Know Your Customer (KYC)/Anti-Money Laundering (AML) vendors 4.
- Over 40 crypto-asset service provider (CASP) licenses were issued by October 2025, with full MiCA application since December 2024 4. Vendors offering reserve tracking, compliance reporting, or regulatory technology can pitch new applicants and incumbents.
