Ex-Meta exec to tell congress company aided China on AI
Sarah Wynn-Williams, a former director of global public policy at Meta, will testify before the Senate Judiciary Subcommittee on Crime and Counterterrorism on Apr. 9.
In prepared remarks obtained by Bloomberg, she alleges Meta began briefing Chinese officials on emerging technologies, including AI, in 2015.
She claims these efforts were meant to help China outpace American companies in the AI sector.
Wynn-Williams left Meta in 2017 and did not provide specific evidence linking the briefings to China’s current military use of AI.
Meta has rejected the allegations.
Company spokesperson Andy Stone said Meta does not operate in China and called the claims “divorced from reality.” He also dismissed a Reuters report that Chinese military-linked researchers used Meta’s AI tech as unsubstantiated.

🧠 Food for thought
1️⃣ Navigating the dangerous waters of U.S.-China tech competition
Wynn-Williams’ allegations emerge amid an increasingly complex technological rivalry between the U.S. and China that reached record trade values of $690.6 billion in 2022 despite growing tensions 1.
The testimony reflects a broader pattern of American tech firms caught between competing national interests, with companies like Apple deriving 18% of sales from China while S&P Global data shows U.S. chip firms rely more on China for business than their domestic market 2.
A 2021 survey of 158 senior global tech executives revealed most are unwilling to choose sides in this competition, instead seeking to maintain operations in both markets despite growing government pressure for technological decoupling 3.
The allegations against Meta highlight the increasingly bipartisan U.S. perception of China as a strategic adversary, creating compliance challenges for multinational corporations pursuing growth in both markets 1.
This case reflects the “China Plus One” strategy developing across the tech sector, where companies reduce manufacturing dependence while maintaining tailored operations for the Chinese market to balance opportunity with geopolitical reality 1.
2️⃣ The growing convergence of AI development and national security concerns
Wynn-Williams’ specific claim that Meta’s AI tools could help China “build out its military capabilities” connects to broader concerns about dual-use technologies that serve both civilian and military purposes 4.
