Ex-CIA officer launches $22m VC fund for EU defense startups

Eric Slesinger, a former CIA officer, has launched 201 Ventures, a US$22 million venture capital fund focused on seed-stage defense technology startups in Europe.

He highlighted the need for private sector innovation to address “gray zone competition,” or actions between peace and war.

Since relocating to Madrid in 2022, he also founded the European Defense Investor Network to connect entrepreneurs, investors, and policymakers.

201 Ventures has already made eight investments in areas like hypersonics, subsurface mapping, and maritime tech.

Backed by momentum from the NATO Innovation Fund, which supports companies like Helsing, Delian Alliance Industries, and Polar Mist, the sector is gaining traction.

🧠 Food for thought

1️⃣ European defense tech represents an overlooked opportunity amid structural inefficiencies

European defense spending is projected to reach $380 billion by 2024, yet the sector suffers from severe fragmentation that creates investment opportunities for savvy investors like Slesinger 1.

Despite this massive spending, cooperative defense initiatives have fallen to just 11% of total defense expenditure—far below the EU’s 35% target—creating inefficiencies that innovative startups could address 2.

The Draghi Report estimates Europe needs approximately €500 billion over the next decade to address security threats, highlighting the scale of the market opportunity despite challenges 3.

This fragmentation explains why Slesinger’s approach of targeting specific technological capabilities within the European defense ecosystem could yield outsized returns compared to the more saturated and integrated U.S. defense market.

European defense tech startups face longer sales cycles and more complex procurement processes than their American counterparts, which explains Slesinger’s acknowledgment of needing to “accelerate or bend” traditional VC timelines 4.

2️⃣ Geopolitical shifts have transformed European attitudes toward defense investment

European defense tech investment is projected to reach a record $1 billion in 2024, representing a five-fold increase since 2018 5.

The war in Ukraine has been the primary catalyst for this investment surge, dramatically shifting what Slesinger described as the “uncouth” perception of defense tech investing in Europe to a strategic priority 5.
