Europe, India push sovereign AI to cut US, China reliance: expert
Europe and India are collaborating to develop a sovereign AI ecosystem aimed at reducing reliance on US and Chinese technology, according to Emmanuel Le Roux, CEO of France-based Bull.
Bull specializes in high-performance computing, AI infrastructure, and sovereign supercomputers for governments and enterprises worldwide.
Le Roux noted that AI is becoming more regionally focused, with countries prioritizing training models on local data, languages, and security standards.
He expects India to increase investments this year in supercomputing, defense, and critical infrastructure, along with expanding R&D and manufacturing.
Le Roux highlighted a shift toward prioritizing sovereignty and sustainability over scale in the AI race, citing Europe’s recent deployment of exascale machines mainly used for research.
He sees India as a potential large-scale AI training hub if it continues to build domestic compute capacity and supply chain independence.
Bull has operated in India since 2019, with R&D and manufacturing facilities in Bengaluru and Chennai.

- Eviden (an Atos Group business) won a $100 million contract in 2023 to build two supercomputers for India’s National Center for Medium Range Weather Forecasting (NCMRWF) and the Indian Institute of Tropical Meteorology (IITM), working for India’s Ministry of Earth Sciences 1.
- The machines run on Eviden’s BullSequana XH2000 hardware, bringing European high-performance computing into Indian research workloads 1.
