EU in talks to join US tech supply chain alliance
The European Union is discussing joining Pax Silica, a US-backed alliance for semiconductors, AI infrastructure, critical minerals, and data centers, as Brussels and Washington look to cut reliance on China.
The European Commission, the bloc’s executive arm, is still working through the terms and plans to send a senior official to the US in the coming weeks, while also seeking support from France after Sweden and Finland joined.
The talks come as the EU and US step up cooperation on raw materials after China tightened export controls on rare earths and other minerals, even as broader trade tensions remain.
The EU is also preparing a tech sovereignty package for chips, AI, and cloud services, and early signs that it may limit non-EU cloud providers in sensitive government work have drawn pushback in Washington.

🧠 Food for thought
Implications, context, and why it matters.
US officials cast EU tech rules as a hurdle for closer ties
- Talks are harder because US officials have openly criticized EU policy.
- The EU’s Digital Markets Act, a law meant to curb the power of large tech platforms, is “one of the biggest impediments” to a strong transatlantic partnership, said Jacob Helberg, US under secretary of state 1.
- The EU AI Act, the bloc’s law for AI, has a “stifling effect,” Helberg said 1.
- The bloc’s tech sovereignty plans could clash with a major 2025 trade agreement, the US ambassador to the EU warned 2.
- The US has framed the alliance around its pro-innovation approach. The EU favors heavier rules, leaving a clear policy divide 3.
Pax Silica could create tiers of access in the AI economy
- The alliance reaches past supply chain security. It creates an informal order that separates core allies from countries that get technology on terms set elsewhere 3.
- Signatories get practical benefits, including a US State Department “AI chip concierge service” that helps them secure advanced US semiconductors faster 4.
- Working with Congress, the US Department of State plans to direct US$250 million in foreign assistance to a new Pax Silica Fund for critical minerals extraction and processing, infrastructure, plus manufacturing assets 5.
- Partners are folded in by specific strengths, such as South Korea’s memory chip expertise or the United Arab Emirates’ energy resources plus state-backed investment capital. That could split the global tech ecosystem into separate blocs 6, 7.
