EU seeks startup feedback to ease burdens under AI laws

The European Commission plans to gather feedback on regulatory challenges faced by startups under the European Union’s AI laws.

This initiative aims to address concerns about compliance costs and administrative burdens imposed by the AI Act.

The document, titled “AI Continent Action Plan,” emphasizes the need to reduce potential compliance hurdles, especially for smaller companies.

It also outlines plans to build on insights from the ongoing implementation phase to simplify rule application.

Henna Virkkunen, the EU’s technology chief, is expected to present the measure on Apr. 9, 2025.

🧠 Food for thought

1️⃣ EU regulatory frameworks follow a consistent evolution pattern

The EU Commission’s move to reduce AI Act compliance burdens follows a predictable cycle in the EU’s approach to emerging technology regulation.

This pattern first emerged with GDPR, which was enacted in 2018 as a comprehensive framework before subsequent adjustments were made based on implementation feedback 1.

With the AI Act set to come into force on August 1, 2024 2, the EU is demonstrating its consistent approach: first establishing a comprehensive framework, then refining the implementation based on real-world feedback.

This regulatory cycle reflects the EU’s deliberate balancing act, establishing itself as a global standard-setter for ethical technology while remaining responsive to practical implementation challenges faced by businesses.

The adaptation phase is particularly critical for startups, as research shows that 50% of EU-based AI startups believe the AI Act may hinder innovation in its current form 3.

2️⃣ Regulatory divergence creates a global AI development triangle

The EU’s adjustment to its AI Act highlights the distinctly different regulatory philosophies emerging in the global AI landscape.

While the EU pursues a comprehensive, risk-based regulatory framework, the US adopts a lighter-touch approach with voluntary guidelines, and China implements state-controlled regulations focusing on social stability 4.
