EU pushes Google to open Android, Gemini access

The European Commission on April 27 proposed steps for Google to let rival search and AI services access parts of Android and Gemini under the Digital Markets Act.

The EU’s antitrust regulator said Google now reserves some Android capabilities for Gemini.

The changes would let competing AI tools work with apps on Android devices for tasks such as sending emails, ordering food, or sharing photos.

Google said the plan would limit device makers’ control and could raise costs and weaken privacy and security safeguards, while the Commission invited feedback until May 13 and said it will decide by the end of July whether Google complies, with potential fines of up to 10% of annual global sales.

🧠 Food for thought

Implications, context, and why it matters.

The EU is setting rules early after earlier enforcement fell short

  • The EU has already told Google to treat rivals fairly.
  • In 2017, Google was fined 2.4 billion euros (US$2.7 billion) over its shopping service after giving its own product better placement 1.
  • Google then built a system that sent more than 99% of clicks from Google’s Shopping Units straight to merchants, a detailed study found. Rival comparison-shopping services were largely cut out 2.
  • That record helps explain the use of specification proceedings. Regulators are spelling out the steps Google must take under the Digital Markets Act (DMA), instead of leaving room for broad interpretation 3.

The dispute centers on control over AI platforms and data

  • The EU is targeting two assets that can shape new technology on large online platforms. They are platform integration and data 4.
  • Regulators want third-party AI services to reach the same Android operating system features that Google’s own AI tools can use. The goal is to stop an operating-system edge from skewing competition 3.
  • The EU is also laying out how rivals can get relevant anonymised Google Search data, including ranking, query, click, and view data 3.
  • Officials are weighing whether AI chatbot providers should also qualify for that access, as conversational AI becomes more tied to search 5.
