EU says Big Tech network fee not a workable solution
The European Commission has rejected the idea of imposing network fees on major tech firms to fund 5G and broadband in the EU.
This decision follows ongoing disputes between European telecom operators and tech giants over who should bear infrastructure costs.
Telecom companies claim large tech platforms drive heavy data traffic and should contribute financially, but tech firms call this an “internet tax.”
A White House fact sheet from July 28, 2025 noted that the EU would not adopt network usage fees as part of a recent trade agreement with the US.
Commission spokesperson Thomas Regnier confirmed that a White Paper published in February 2023 had already concluded network fees were not viable.
The Commission is planning to introduce the Digital Networks Act in November 2025 to address broader digital infrastructure needs.

🧠 Food for thought
1️⃣ Europe’s infrastructure funding gap reveals the scale of the challenge telecoms face
The European Commission estimates that 5G deployment across the EU could cost approximately €400 billion, yet only €60 billion has been invested so far1.
This massive funding shortfall of €340 billion helps explain why telecom operators are pushing so hard for Big Tech companies to contribute to infrastructure costs.
The numbers demonstrate that traditional telecom business models may be struggling to generate sufficient capital for next-generation network upgrades, especially when companies like Netflix, Google, and Meta generate substantial portions of internet traffic but don’t directly pay for network infrastructure.
This funding challenge becomes more complex when considering that US tech companies have already made substantial investments in European digital infrastructure, including data centers and research facilities2.
The investment gap between US and EU ICT companies stands at approximately €1.36 trillion, highlighting Europe’s dependence on American tech investment for its digital transformation.
2️⃣ Network fees could undermine Europe’s own digital transformation goals
The EU aims for 75% of enterprises to migrate to cloud services by 2030, but imposing network fees on cloud providers could significantly increase costs for small and medium enterprises, potentially deterring this shift3.
