EIB Global, Techcombank launch $231.8m climate credit line in Vietnam

EIB Global, the European Investment Bank’s development arm, said it announced a €200 million (US$231.8 million) long-term financing facility with Vietnam’s Techcombank to support private-sector climate and environmental projects in Vietnam.

The agreement was announced in Hanoi at the EU-Vietnam Global Gateway Business and Investment Forum, attended by Prime Minister Pham Minh Chinh and European Commissioner for International Partnerships Jozef Síkela.

Techcombank, a Vietnamese commercial bank, will use the facility to expand lending for renewable energy, energy efficiency, and sustainable transport, while EIB Advisory will help it upgrade climate risk management and climate-related disclosures under the Germany- and Luxembourg-backed Greening Financial Systems program.

The EIB has operated in Vietnam since 1997 and says it has provided about €800 million (US$927.5 million) for projects including Hanoi Metro Line 3 and financing lines through local banks.

🧠 Food for thought

Implications, context, and why it matters.

This €200 million loan sits within Vietnam’s wider energy transition

  • The facility builds on Techcombank’s green finance work. The bank logged 16.4 trillion Vietnamese dong, about $622 million, in “green lending” in 2024 1.
  • Vietnam’s fast growth has pushed up power demand. Coal-fired plants supplied 44.8% of electricity generation in 2023, based on International Energy Agency (IEA) data cited by Argus 1.
  • The facility links to Vietnam’s Just Energy Transition Partnership (JETP). The program seeks $15.5 billion in public and private finance to support Vietnam’s goal of net zero greenhouse gas emissions by 2050 1.

The deal points to a change in how climate finance reaches projects

  • The European Investment Bank (EIB) is routing support through local banks instead of funding projects itself 2. Working with local institutions expands access for private-sector projects, including small and medium-sized enterprises 3.
  • The agreement also puts weight on skills, not only money. EIB Advisory will work with Techcombank on its climate risk management framework and on stronger climate-related disclosures 2 3.
