Dubai eyes AI partnerships with South Korean firms

Dubai is seeking to attract international startups in AI, including those from South Korea, according to Saeed Al Falasi, executive director of the Dubai Future Foundation.

Al Falasi shared these remarks at the Expand North Star startup exhibition, which opened in Dubai on October 12.

The Dubai Future Foundation is a government-backed organization focused on connecting authorities with global businesses and startups to address technological challenges.

Al Falasi highlighted ongoing collaboration with South Korean organizations, including the National Research Foundation of Korea.

In September, the foundation signed an agreement with the Korea Trade-Investment Promotion Agency to boost exchanges between South Korean startups and UAE government agencies.

🧠 Food for thought

Implications, context, and why it matters.

Dubai’s AI startup pitch lacks specifics on support mechanisms and outcomes

  • Al Falasi promotes a “commercial diplomat” approach, yet the piece skips concrete tools that set the city apart from rival hubs. Startups with under AED (United Arab Emirates dirham) 3 million in revenue pay 0% corporate tax through 2026. Many free zones (special business districts with their own regulators and incentives) sell packages starting at $1,500 annually with flexible licensing 1. Hub71 (Abu Dhabi’s government-backed startup hub) backs early-stage teams with capital and support 1. The Mohammed bin Rashid Innovation Fund (a UAE government-backed financing program) provides loan guarantees for breakthrough tech ideas rather than direct grants 2.
  • The “commercial diplomat” framing hints at government-level connections, yet the article cites no measurable results from Korean or other international tie-ups. DMCC (Dubai Multi Commodities Centre, a major free zone authority) saw a rise in registrations in H1 2025 3. There is no reading on survival rates, funding won, or pilot deployments tied to these channels. The pitch leans aspirational without that evidence.

Foreign AI firms entering Dubai create demand for localization and compliance partners

  • An influx of Korean and other overseas AI startups will need help not covered in the piece. Firms will need cloud infrastructure, regulatory support for free zone or Dubai International Financial Centre (DIFC) operations, plus Arabic localization. The UAE government buys AI solutions through tenders that include AI infrastructure projects 4 and threat intelligence platforms 5. That opens near-term business for providers that guide foreign teams through these processes.
  • System integrators and compliance consultancies that brand as UAE market entry specialists can fill this gap with bundled offerings. These include compliance advice, Arabic dataset curation, and connections to government procurement channels. The federal government lists technology plus security tenders such as data warehouse management and security solutions 5. Firms that match active tenders with incoming startup capabilities can broker partnerships that turn diplomatic outreach into revenue for both sides.
