DeepSeek, MiniMax get China’s global AI approval: report
A CCTV-affiliated social media account, Yuyuan Tantian, said on October 22 that Chinese AI developer DeepSeek and MiniMax, a China-based AI company listed in Hong Kong, had received state approval for global use of their AI models.
In a separate post on October 23, the account said overseas internet users had urged other Chinese open-source large language model developers to do the same.
The reported approvals came after China on October 16 proposed export controls on 23 AI technologies.
China’s commerce ministry said most AI technologies would remain exportable.
It also said licensing for open-source technology exports, and for Chinese companies operating their own overseas computing centers, would be simplified.
The proposed controls also cover overseas deployment of AI models containing restricted technology.
The move is part of Beijing’s effort to limit transfers of tools it considers vital to national security.
DeepSeek and MiniMax did not immediately respond to requests for comment.
