Crypto leaders to meet US Senate Democrats on regulation talks
A group of cryptocurrency industry leaders are set to meet with Senate Democrats on October 22 to discuss potential legislation for US cryptocurrency market structure, according to journalist Eleanor Terrett.
The meeting, led by Senator Kirsten Gillibrand, is taking place as negotiations with Republican lawmakers have stalled.
Expected attendees include the CEOs of Coinbase, Chainlink, Galaxy Digital, Kraken, Uniswap, and senior executives from Circle, Ripple, Jito, a16z Crypto, and the Solana Policy Institute.
Gillibrand, who co-sponsored the bipartisan Responsible Financial Innovation Act, has supported clearer regulations for cryptocurrency firms.
Lawmakers have been slow to advance cryptocurrency market structure bills, and analysts from TD Cowen recently noted that delays could push any new legislation beyond the upcoming US midterm elections.
While Senate Republicans have proposed a bill to clarify agency jurisdiction over cryptocurrencies, a leaked Democratic draft focusing on DeFi and anti-illicit activity measures has faced criticism from both Republicans and the cryptocurrency industry.

🧠 Food for thought
Implications, context, and why it matters.
Senate Democrats’ DeFi framework dims hope for market structure legislation in 2025
- Talks are stuck, with Republicans pushing for a markup date on the Responsible Financial Innovation Act (RFIA) and Democrats holding out for agreement on text 1.
- A leaked six-page memo from Democrats would treat DeFi front ends as financial intermediaries and give the U.S. Department of the Treasury power to create a restricted list of risky protocols 1.
- The Senate Banking Committee paused RFIA meetings, while the Senate Agriculture Committee works on separate legislation for Commodity Futures Trading Commission (CFTC) authority 1.
- Sherrod Brown (former Senate Banking Committee chair) lost in 2024, so new chair’s schedule for hearings or markups will decide if a bill moves before politics shift again 2.
Regulatory technology (RegTech) and compliance providers can capture DeFi opportunities from Democratic framework requirements
- The proposal requires exchanges, wallet providers, and protocol operators to run risk programs and conduct stress tests 3. They must audit code 3. They monitor for fraud and manipulation 3. They watch for sanctions evasion or money laundering 3.
- Blockchain analytics, digital identity, and compliance vendors can turn the memo into specs for protocols or wallets or exchanges expecting rules 3.
- Treasury could define which parties count as digital asset intermediaries if controllers earn revenue, hold concentrated voting power, or wield significant influence 3.
- Vendors for sanctions screening, transaction monitoring, or decentralized Know Your Customer (KYC) can adjust roadmaps to help DeFi teams prove controls before any Treasury classification 3.
