Crypto exchange OKX faces $2.6m fine by Dutch bank
OKX has been fined €2.3 million (US$2.6 million) by the Dutch National Bank for operating in the Netherlands without the required registration from July 2023 to August 2024.
OKX, officially known as Aux Cayes Fintech Co., is a global cryptocurrency trading platform.
The penalty covers the period before the European Union’s Markets in Crypto Assets (MiCA) rules took effect.
Dutch authorities have required cryptocurrency firms to register since 2020 to comply with anti-money laundering regulations.
Other exchanges, including Crypto.com and Kraken, have also faced fines from the Dutch central bank for similar violations.
The fine for OKX was reduced due to steps taken by the company, including moving Dutch users to a licensed European entity.

🧠 Food for thought
1️⃣ Netherlands demonstrates systematic crypto enforcement across major exchanges
The OKX fine reveals a pattern of consistent regulatory enforcement by the Dutch National Bank targeting major cryptocurrency exchanges for the same registration violation.
Crypto.com was fined €2.85 million and Kraken paid €4 million for identical failures to register while operating in the Netherlands1.
This approach indicates that Dutch regulators are methodically addressing major international exchanges rather than pursuing isolated cases.
The trend suggests that regulatory compliance has become a competitive factor in European markets, where exchanges that proactively address compliance issues face lower penalties and operational disruptions.
2️⃣ Proactive compliance measures significantly reduce regulatory penalties
OKX received the lowest fine ever imposed by the Dutch National Bank on a major exchange, demonstrating how corrective actions can mitigate regulatory consequences.
The €2.25 million penalty was explicitly reduced because OKX migrated Dutch users to its fully MiCA-licensed European entity and took other corrective steps2.
