Citigroup to cut 3,500 tech jobs in China

Citigroup Inc. will cut about 3,500 positions at its technology centers in Shanghai and Dalian, China.

The decision, announced on June 5, is part of a global strategy to streamline tech operations and improve risk and data management.

The reductions are expected to be completed by the start of the fourth quarter this year.

Some roles may be relocated to other tech hubs, but the bank did not disclose specific locations or how many jobs will move.

This follows Citigroup’s move in May to cut around 200 IT contractor roles in China.

🧠 Food for thought

1️⃣ Regulatory pressure driving banking technology restructuring

Citigroup’s tech layoffs in China follow a costly series of regulatory penalties related to data governance, reflecting wider industry pressure to consolidate and improve technology operations.

The bank has faced over $1.5 billion in fines since 2013 for compliance failures, including a $400 million penalty in 2020 specifically for deficiencies in data governance 1.

As recently as July 2024, U.S. regulators imposed a $136 million fine on Citigroup for failing to address “longstanding data governance issues” despite years of warnings 2.

CEO Jane Fraser has explicitly acknowledged that “outdated technology and underinvestment” have contributed to the bank’s persistent compliance and risk management challenges 1.

This restructuring appears to be part of Citigroup’s March 2025 internal plan to “dramatically reduce reliance on information technology contractors and hire thousands of employees for IT,” suggesting a strategic shift rather than mere cost-cutting.

2️⃣ Banks face simultaneous pressures to invest in and reduce technology workforces

Citigroup’s seemingly contradictory approach—cutting tech jobs while investing heavily in technology—reflects the complex reality facing major financial institutions today.

Despite cutting 3,500 tech jobs in China, Citigroup has invested over $7.4 billion in technology upgrades since 2021 in an effort to address its fragmented systems 1.
