Circle targets $7.2b valuation in upcoming IPO

Circle Internet, a stablecoin issuer based in New York, is aiming for a valuation of up to US$7.2 billion in its upcoming US IPO.

The company has expanded its offering to 32 million shares, priced between US$27 and US$28 each, up from the original plan of 24 million shares at US$24 to US$26.

The IPO could raise up to US$896 million, reflecting growing interest in cryptocurrency-related firms.

Circle’s USDC, the world’s second-largest stablecoin, is pegged to the US dollar and widely used by traders for efficient transactions between cryptocurrencies.

🧠 Food for thought

1️⃣ Stablecoins reaching critical mass with transaction volumes exceeding traditional systems

Circle’s USDC is part of a rapidly expanding stablecoin market that now exceeds $230 billion in total value, with the average supply growing approximately 28% year-over-year 1.

What’s particularly notable is that stablecoin transaction volumes have surpassed those of major payment networks like Visa and Mastercard, demonstrating their increasing mainstream adoption 1.

Circle’s position as the issuer of USDC, the second-largest stablecoin with a market cap over $58 billion (behind Tether’s $143 billion), explains investor enthusiasm for its upsized IPO 1.

The company’s revenue model, earning interest on Treasury reserves backing USDC, generated $557.9 million in Q1 2025, a 55.1% increase that highlights the financial potential of regulated stablecoins in a high interest rate environment.

The stablecoin market has evolved from a niche crypto tool to an essential financial infrastructure, with Circle positioned at the intersection of traditional finance and digital assets.

2️⃣ Regulatory clarity emerges as key driver for stablecoin company valuations

Circle’s IPO comes at a pivotal moment when Congress is actively advancing stablecoin legislation through two competing bills, the GENIUS Act and STABLE Act, which aim to establish clear federal or state licensing frameworks 2.

The upsizing of Circle’s offering to $7.2 billion suggests investor confidence in forthcoming regulatory clarity, particularly significant given that regulatory uncertainty has delayed other crypto IPOs in recent years 3.

The timing is strategic, as U.S. lawmakers are increasingly concerned about maintaining dollar dominance in the digital economy, with properly regulated dollar-backed stablecoins seen as strengthening America’s financial leadership 3.
