Chinese AI firm Zhipu expands globally with Alibaba partnership
China’s Zhipu AI, an AI startup, is expanding internationally through a partnership with Alibaba Cloud. This was announced at the GITEX Asia tech conference.
Zhipu AI recently filed for an IPO, aiming to be the first of China’s emerging AI companies to go public.
The company is working with governments globally to develop localized AI systems and has offices in the Middle East, Singapore, the UK, and Malaysia, along with joint innovation centers in Asia, including Indonesia and Vietnam.
Founded in 2019 as a spinoff from Tsinghua University, Zhipu AI competes with other AI startups like Moonshot AI and Minimax, and tech giants like ByteDance and Alibaba.
Despite challenges, including being added to the US Commerce Department’s export control entity list, Zhipu AI secured US$41.5 million in state-backed funding in March.

🧠 Food for thought
1️⃣ China’s AI firms thrive through government-backed ecosystem approach
Zhipu AI exemplifies China’s strategic approach to AI development that combines academic research, government funding, and commercial ambition.
Founded as a Tsinghua University spinoff in 2019, Zhipu has rapidly grown to become China’s largest AI startup by employee count, valued at approximately $2.8 billion as of September 2024 1.
The company’s three rounds of state-backed funding in March, including the 300 million yuan investment from Chengdu’s government, represent a broader national pattern where China actively mobilizes local officials to support AI entrepreneurship with substantial funding and incentives 2.
China’s government has set ambitious national goals with specific timelines: achieving major AI breakthroughs by 2025 and global leadership by 2030, with projections indicating AI will contribute $7 trillion to China’s GDP growth by that time 3.
The growth trajectory of companies like Zhipu demonstrates how China’s ecosystem approach, combining academic research, commercial application, and government support, creates a powerful framework for AI development not easily replicated elsewhere.
2️⃣ Export controls accelerate sovereign AI development and localization
Zhipu’s international expansion strategy and focus on “sovereign AI agents” directly responds to the intensifying technology restrictions between China and the West.
After being added to the US Commerce Department’s export control entity list in January, Zhipu faces restrictions on acquiring US components, joining over 80 Chinese companies recently added to similar blacklists 4.
