China’s open-source AI use soars as training costs drop

Chinese open-source AI models are gaining traction in several industries, according to research firm Frost & Sullivan.

Developers such as DeepSeek, Alibaba Group Holding, and Baidu have shifted focus to usability, cost efficiency, and broad ecosystem support to drive wider industry adoption, said Neil Wang, global partner at Frost & Sullivan.

Frost & Sullivan’s latest report found that China’s finance, government, telecommunications, and healthcare sectors each have AI penetration rates above 60%.

The government sector leads with a 95% adoption rate, while finance follows at 78%.

The report also noted that AI use is moving from general capabilities to more scenario-specific applications.

Neil Wang cited the trend to a sharp drop in model training costs, which he said have fallen by 90% compared to 2024.

🧠 Food for thought

1️⃣ Chinese AI companies pivot from technical excellence to market adoption

The shift from showcasing “extreme performance” to prioritizing usability represents a maturation of China’s AI strategy, moving beyond research demonstrations toward commercial viability.

This strategic pivot appears to be paying off, with China now hosting 20 foundation models, surpassing the combined total of the EU and UK 2.

The focus on cost efficiency and ecosystem support has enabled rapid penetration across key sectors, with government adoption reaching 95% and finance hitting 78% 1.

This practical approach contrasts sharply with the earlier phase of AI development, where companies competed primarily on benchmark performance rather than real-world applications.

The 90% drop in training costs this year has lowered barriers to entry, making AI deployment accessible to a broader range of organizations and accelerating the shift toward scenario-specific applications 1.

2️⃣ China builds comprehensive AI self-sufficiency strategy amid global competition

China’s plan to triple AI chip output by 2026 represents a crucial component of its broader strategy to reduce dependency on foreign suppliers like Nvidia while accelerating domestic AI adoption 3.
