China’s Jiangsu ramps up AI push across manufacturing
Chinese officials said Jiangsu plans to expand artificial intelligence infrastructure and upgrade manufacturing as Jiangsu deputies met at the National People’s Congress.
Jiangsu is China’s second-largest provincial economy, generating about 14 trillion yuan (US$2.02 trillion) in output in 2025 and serving as a major manufacturing and export base.
Liu Xiaotao, governor, said the province has more than 1,500 AI companies, ranks second nationwide in computing capacity.
China’s 15th Five-Year Plan mentioned AI over 50 times and included a detailed AI-plus action plan.

🧠 Food for thought
Implications, context, and why it matters.
Jiangsu’s AI plan follows a national playbook
- Jiangsu’s announcement fits into a nationwide push, with many Chinese provinces using early 2026 meetings to roll out initiatives for the 15th Five-Year Plan 1.
- The province ties its work to China’s national “AI Plus” framework, which aims to weave artificial intelligence into manufacturing and public services 2.
- Jiangsu starts from scale, with more than 1,500 AI companies, 66 large AI models, and 283 algorithms registered with regulators. Nearly 1,700 core enterprises in designated “future industries” generate over 500 billion yuan in revenue 3.
- Suzhou has already put money on the table, offering up to 100 million yuan per project to bring in top domestic and international talent teams 4.
The goal is deeper global tech ties through industry upgrades
- Jiangsu aims to pull in high-end foreign investment by building an industrial ecosystem that appeals to advanced manufacturers 5.
- BMW has moved in, setting up its first IT center in China and its largest in Asia in Nanjing. The site taps local AI work to support global production, sales, and after-sales networks 5.
- Outside money can speed local development while factories gain from automation, like a BSH plant in Jiangsu that produces one unit every 24 seconds. BSH is a major home-appliance manufacturer 5.
- The plan also matches a national push to shift China toward exporting technological know-how and expertise. The blueprint backs “industries of the future,” including embodied artificial intelligence, which refers to AI systems that can sense and act in the physical world, such as robots 6.
