China’s Guangdong unveils AI action plan to attract global investors
Guangdong province in China has launched a three-year plan to integrate AI into its manufacturing sector and attract more foreign investment.
The details were shared at two press conferences on October 22, following the plan’s official launch on October 21.
Officials said the strategy aims to boost technological upgrades and international cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area.
Qu Xiaojie, deputy head of the province’s Department of Industry and Information Technology, pointed to recent developments by Shenzhen-based Huawei and Tencent as examples of regional progress in tech self-sufficiency.
Last month, Huawei showcased new developments in its Ascend chip line, unveiling hardware designed to deliver computing power without relying on Nvidia processors.
Tencent has also advanced its Hunyuan AI model family, according to officials.
The province is preparing for an upcoming investment event targeting international businesses and capital.

🧠 Food for thought
Implications, context, and why it matters.
Guangdong’s AI plan lacks business-ready details
- The province targets over 20 billion renminbi AI investment by 2027, with 100 10-Gigabit optical network upgrades in factories 1. The three-year plan omits subsidy rates, tax break amounts, and eligibility rules. That creates uncertainty for foreign firms.
- Guangdong hosts over 1,500 core AI firms and 128 large or ultra-large data centers 2. The plan mentions model vouchers and compute vouchers without amounts or application steps 3. SMEs cannot budget or benchmark across provinces.
- Officials named Huawei Ascend and Tencent Hunyuan as full-stack ecosystems that integrate chips, software tools, and applications 1. The plan does not explain effects on third-party vendors or access to pilots in the six Greater Bay Area cities 1.
Use the Nov. 3 Guangdong-Hong-Kong-Macau Greater Bay Area (GBA) event
- Use the 2025 Global Investment Promotion Conference on November 3 in Guangzhou to enter pilots across the Guangdong-Hong-Kong-Macau Greater Bay Area (GBA) 4.
- Investors focused on robotics, the low-altitude economy (drones plus low-altitude aviation services), or biomedicine should attend commercial aerospace and AI sessions 5. Guangdong will publish AI scenario demand lists and product/service supply lists to match partners across 31 manufacturing categories 6.
- Get loan interest subsidies up to 35% that offset interest costs plus technology transformation funding for equipment and process upgrades 6. Scan the 42 AI initiatives from the October 14 matchmaking event 2. For location, consider Shaoguan’s planned computing clusters (high-performance data center capacity) 6 or Haizhu’s AI Large Model Application Demonstration Zone in Guangzhou, billed as the nation’s first industry-focused large model policy and focused on large-scale AI model applications 2.
